The Update
As of August 2, 2023, the Tulsa Metropolitan Area Planning Commission unanimously passed a proposal with a 9-0 vote for new zoning that would allow a sizable project to be built at the NE Corner of 33rd and S. Peoria Ave. (where the current Bank of Oklahoma location is)
It appears that the partners on the project are the BOKF Foundation (property owners) and Fishless Desert Development (developers).
The proposed project is to include first floor restaurant, retail and banking space. Floors 2-4 (or 5) will include 53 (or 75) one -and two-bedroom dwelling units (apartments) and a rooftop bar. The Developer has asked for a 5-story building unlimited in height, while the Planning Commission has recommended a 4-story building with a maximum height of 65 feet.
While the project does include a two-level parking structure with 61 parking spaces on the first level and 82 parking spaces on the second level, the second level parking will be allocated specifically for the dwelling unit tenants with private access to the second level. The first level parking will be left to accommodate patrons, employees, deliveries and service providers.
There is debate as to whether or not 61 spaces will be “sufficient” for the proposed uses of the first floor. As the proposal is presented, and based on the Tulsa Zoning Code, the retail, restaurant and bar spaces DO NOT require any additional parking.
The way the code is written, the first 5000 square feet of floor space is exempt from required parking spots. The proposed floor plan conveniently and strategically has these spaces located and sized so as NOT to require any additional parking spaces by code. The banking space has a parking requirement of only 9 spaces by code. This will create More Parking Problems for the patrons to the new establishments as well as the existing establishments of Brookside. Adjacent and surrounding neighborhoods will also see an increase in street parking and traffic congestion.
Due to the increase in traffic and congested streets, Pedestrians will have to be extra cautious when crossing driveways, parking lots and streets. NO PLANS are currently being entertained from the City of Tulsa to upgrade or update any Pedestrian Crossings or awareness mechanisms at this time.
